Sharepoint 2013 on premise is current set-up, but as of this week we have not been able to send e-mails through the workflows. Can you confirm what should be checked and where in the context of the outgoing e-mail settings and how these can be verified on the server

Are you using Exchange as a mail relay from your SharePoint?
Have you allowed the SharePoint ip address in Exchange to allow it to relay mail?

Yes on both, but in the sharepoint workflow we still get the error
The e-mail message cannot be sent. Make sure the outgoing e-mail settings for the server are configured correctly.
I have had and still have this problem. Have done dozens of hours of troubleshooting and even opened an issue with MS (which was useless). The workaround I have implemented, which is a very annoying workaround, is add a 1 minute pause at the very beginning of the workflow. From my research, this works because when a workflow starts it uses w3wp.exe to send mails, however if the workflow goes in to a pause, the a SharePoint timer job takes over in regards to sending the mails. Exchange seems to block one but not the other. Don't have anymore details and the combinations described may be reversed. The workaround works for us and who has time to troubleshoot broken MS things :-)
If I find a definitive answer I will post it here. Please do the same if you find the answer.
