Server Migration
Steps to migrate Server 2008R2 to Server 2016. This is the Domain Controller. From Server Name to Domain transfer, Policies, Users and Computers, etc. Just to much information on web and inconsistent.

I have a couple of more questions: 1) How do Domain users get migrated over a long with any Policy settings? 2) During the migration can users be logged into server 2008R2 to continue to work or everyone should be logged out?

When you upgrade to 2016 your policy settings are not changed.
