Win10 1909 has changed the search bar and has some bugs in this respect: sometimes, search just stops working, the search bar within explorer is grayed out, then, and this can be overcome by restarting the explorer.exe process through task manager.

Is that what you see, I mean, are you on 1909 and is the search bar becoming unresponsive?

Is restarting window as effective? Is "restarting the explorer.exe process through task manager." any better or the same?

Using task manager is quicker. Like this: press shift ctrl and escapekey together, to bring up task manager quickly. Open "More details" and move to the "Processes" tab. There, right-click explorer.exe (in the Apps-Section) and select restart. You will be able to search again, now, until it breaks again and you have to repeat this.
