Execute an installation file Windows 10 P2P

I have a Windows 10 version 1903 computer in a P2P network.  When logged on as Admin, there are many programs that I cannot start.  Attached is the permissions from a printer installation program.

The message I get is "Windows cannot access the specified drive, path, or file.  You may not have the appropriate permissions to access this item."

I get the same message if I try access event viewer or use the Microsoft creation tool 1909.

I cannot run the command prompt elevated to admin.  Same error.

I have attached a screen shot of the permissions

You should repair windows.
Download 1909 setup (ISO) on another machine and do an inplace-upgrade, this will likely repair these problems.

Thanks to all.  removing the inherited permissions on the two executable files on the desktop worked.  I can now also access event viewer.
That makes no sense at all.

Permissions of files on the desktop cannot possibly interfere with eventviewer.
Very strange. Keep us posted about what happens next ;-)

I agree this makes no sense.  Once I released the inheritance from the canon driver that was installed so an installation package would always be available,  that items started working.   This workstation was set up at another site.  I can now only access it remotely,  and the remote connection is DSL, so doing updates to 1909 takes awhile.  (I do not have a way to get a DVD or stick to the site to do an in place)  I will be doing the upgrade from 1903 t0 1909 tomorrow evening or the next, and will post any incidents that occur

This allowed me to move to Windows 1909 much easier than using the assistant.
