NLB Health Test Fails Windows 2012 R2

Windows 2012 R2 NLB with IIS  2 Nodes which support my Web Server Farm also Windows 2012 R2 2 Nodes

IIS 8.5.9600.16384

On the NLB Servers I have in IIS the three web sites that are on my Web Farm servers.
they all have the Same Health Test setup.

On Both Nodes the health test fails on the same web site and only on NODE 2 of the Web Farm Node 1 works fine.

I created a site.aaspx file

My test uri uses the ip  address of the NLB cluster

When I go into IIS on the NLB server I run verify URL Test and I get this error
Node 1 Pass
Node 2  Running test  
         Cannot to the server. The HTTP status code is 0 and the error code is 80072EE2


I changed the Time-out (seconds)  from 30 to 240   same errors

The site is Veeam Enterprise Manager

My self developed sites work fine.

Any ideas?
