I do not think it is possible. Any reason you want that particular version?
Just playing around, the current version (16.4.3) seems to download from link:
Changing that manually to the following seems to download version 15.9.19.
Not sure if that will help, since it still goes back to the web to download the full installer, so not sure if it will get the older version, or always upgrades to the newer version, you will have to try it. I don't want to do that here and mess up my real Visual Studio installation, etc...
