To ssh into a machine as another user, you must create that other user. 
 
Provide a list of all commands you used to create a new user, along with commands used to create a keypair for the new user, if a key is used. 
 
Tip: Almost always login problems for newly created users is some /home/$user/.ssh permission problem, either with the .ssh directory or one of the .ssh/* files. 
 
You can figure this out easily be logging in using this command...

So just insert the -vvv (uber verbosity) into your command. 
 
If you still have problems a trick I use is this... 
 
1) In one window ssh into your server as root + start another sshd instance... something like...

2) Clear all firewall rules on both client + server machine during testing.

Or equivalent on both client + server machine. 
 
3) In another window run this command on your client machine...

</code></pre>
 
4) Now compare the error codes in both windows, which normally produces an instant understanding of problem + fix.
