COPY FOLDER STRUCTURE WITHOUT FILES BUT WITH PERMISSIONS

hi all!
i need to exactly copy a folder structure, without file but with windows active directory and permissions
So my 2019 root folder has to become 2020, ready to use with subfolder and custom rights
I've tried robocopy Gui with options /SEC for rights and /MIR to make mirror, but rights are not copied (on source i have a subfolder with EVERYONE rights in read, and i cannot find this specific right on destination)
Can you help me? File Server is Windows 2012 r2, file system NTFS, rights are assigned on MS Active Directory users and groups

also rights on folder are correct, and no file are copied

with solution: XCOPY "X:\Source Folder\" "Y:\Destination area\" /T /E /O

I'm trying to do almost the same BUT include the files as well

can you help me out here?
