How can I send web page links via Outlook 365?
I want to be able to send a link to a web page from Chrome, using Outlook 365.
Not sure I understand the question, but normally you simply click in Chrome's address bar and select all the text (so the full url) and copy it (Ctrl+C or right-click and Copy) and then in your email you paste it (Ctrl+v or right-click and Paste).

This opens Mail. I want to use Outlook 365.
Do you have Outlook installed?

Yes, Outlook 365.
Is the Outlook application installed on that computer or are you only using the web interface? Is your default mail application set to Mail or Outlook?
