Does anyone know the Registry entries to add to allow TLS 1.1 and TLS 1.2 protocols to run Windows 7 to in a Windows 10 service provider environment?

Pretty much sums up the problem. With the introduction of Windows 10 I no longer have an email capability.

You probably need to tell us what programs you are using on both ends.  Some programs like Firefox and Thunderbird implement their own TLS code.
