I am looking for a program to replace the traditional circulation of paper between departments

This is a very interesting question but wouldn't be better to go just a step back and not reach the paper level .
I know that there a million cases where you cannot avoid the paper but if you start thinking what you can avoid it would be much better than " the paper chase"

I agree with you, however the nature of the organization that needs the program deals with clients who submit their requests through the papers hand in hand with the employees

We have very recently created a Microsoft SharePoint and  Microsoft PowerApps and Microsoft Power Automate based solution which enables organizations with Office 365 licenses to go paperless.

If your organization is already using Microsoft Office 365, they can benefit from Power Platform in general. You can build one yourself in less than couple of months - and it works across Web/Mobile/Tablet/Desktop clients.

If you are planning to build something from scratch you can have a look at any open source CMS/DMS.

If you are looking for even more collaboration capabilities, I believe your best bets are Microsoft Teams or Slack or similar other tools.

At least it can serve as an example of a OS implement to get the thoughts straightend on what you actually ar looking for.

Mattermost.org might be another option. (it is advertised as Slack alternative).... it's good enough for CERN to use it.

This is more about messaging.. which is the bottom line in any method to organize....

(documents can be attachments).
