Outlook 2016 default browser

Default Browser for Outlook 2016 forced to IE even after default OS browser set to chrome.  Our company has blocked all outgoing traffic using IE due to security concerns.  We have set chrome as the system win 10 default browser, however when receving mails with url links in them (e.g. images on the net), the arrive as the normal red x on the message.  

This is definitely linked  to outlook for if you save the message as html and open it with chrome, the images are displayed correctly.. any ideas?

The usual method is to go to Control, Programs and Set Default Programs, but I have seen where this doesn't fix Outlook. Worth checking though.

Try the following methods:-

Exit from Firefox or your default browser (it turns out this is not required).
Go to Default Programs in Windows Settings or Control Panel.
Select Microsoft Edge as your default browser.
Click on the link in your email to make sure it opens a tab in Edge. Then close Edge.
Restart Firefox (or your preferred default browser).
Reset your default browser back to the one you prefer:
Under Options for your browser, select “Make Firefox (or Chrome, etc.) my default browser”; or
Go back to Default Programs in Windows Settings or Control Panel and reset the default there.
Now, click on the link in your email again. Voila! It should now open that link in your default browser.

Doesnt work :(   well not properly.  Email arrives... preview shows no images, open mail, no images, click on he images and it opens chrome and it works.  Not really a clean workaround.. I also went as far as to find everything in default apps file to Chrome..  My last step is to possibly remove IE from the image itself.
This question needs an answer!
