Word itself can open a PDF and resave it as a Word document. Have you tried that?
But one thing worth mentioning, if you scan a document and save it as a PDF file, only an OCR will be able to partly recover the text out of the image.
I reccomend Adobe Acrobat DC. It does the job very well.

Actually details (of PDF file) are becoming a mess when using Word to open it.
The paid for option I use is Solid PDF to Word https://www.soliddocuments.com/
Which is (aside from Adobe) the only package I've found which gives you WYSIWYG conversion.
But agree there isn't a good free alternative which maintains layout.
