ESXi 6.5 to recognize DVD at boot up for VM to load Windows 10 ISO

How can I get my VM to recognize my DVD at boot up to load my Windows 10 ISO file?  I have a HP Gen 8 server.  I have added the DVD/CD as an option but there is not an option to run at boot up.  I have ESXi 6.5.

Do you open a console to the created VM, and then start the VM?
Did you mark the cd/DVD to load the ISo which you presumably transferred into the datastore while marking the cd/DVD to be connected including on boot?
With no existing OS on the disk, it should fall through to the cd/Dvd
