Windows 10: Cortana search box goes black, temp fix disables Cortana

Has anybody else run into an issue where the Windows 10 search results box is just black? I am talking about when you search in the white "Type here to search" box at the lower left corner. I use this not to search bing, but to quickly get to documents or programs on my PC.  

I found a partial fix https://superuser.com/questions/1522905/windows-10-search-not-loading-showing-blank-window where I added BingSearchEnabled=0 and changed CortanaConsent from 1 to 0. I had to do both to see the search results box with results and not just black.

In that thread, there are comments that attest to cortana no longer working once that fix is in place. I can concur that is what happened to me too. It also looks like there are other issues as well.

Does anybody have a more complete fix for this?

I am on Windows 10 home version 1909 build 18363.592 and just completed an update and restarted.

I had to try several times to get past build 592 (it could be partially due to the fact that my org manages some update settings).  Right now my computer is installing the latest cumulative update.

I tried updating my main machine from 592 to 628 but it blue screened.
