As to your ID vault check in the ID Vault database after a day or so and check whether the policies youhave assigned (I presume) as part of the setup has started ID'd being uploaded.
If you DO need to create a new ID for someone as a last resort the easiest option would be:
1. Make a new address book or your existing Leavers address book of some variety (would always recommend you copy person documents before deleting them)
2. Cut and paste the user's person document into there as backup
3. Create a new user with exactly the same name and OU etc
DO NOT use the delete function on the user as that will remove them from groups, reader controls and author entries in all databases etc. in the background. This way they will only have lost access to anything encrypted. All reader/author/groups are based on the name and how it is spelt, not on a user ID/ SID like with Windows groups.

SERVER ERROR: MISSING OR INVALID PASSWORD RESET TRUST CERTIFI CATE. CHECK THE LOG FILE FOR DETAILS.
You can't use ID Vault to recover the password yet for this user as they are not in the vault yet.
Have you got anywhere with this?
