In vSphere 6.7, which role would i need to disable so a user cannot modify VM settings such as
(Upping RAM, adding CPU's, adding Devices)?

Can it even get granular
 can a role be modified so a user can add a USB drive, but not add more RAM, etc

Correct, they are functions of the role which can be removed.

  • memory
  • cpu
  • usb

You'll have to create a role, and under Virtual Machine > Configuration > enable/disable what you want.
