Just what's shared. Now keep in mind that most types of sharing nowadays provision a Guest user account, and via that an external user can potentially have access to additional content across your organization. Using the "everyone except external users" security principal is a good way of making sure this doesnt happen.

Brilliant! It is meant to be for external users, so I am guessin I can't do that. Is there a way to check/disable guest access?

You can run report on each site, or if you want to do it centrally: https://practical365.com/clients/onedrive/reporting-on-onedrive-for-business-shared-files/
