Automate Outlook opening before user logs in

I have an app that runs in Outlook to extract file attachments. For this to work, the user needs to log into the computer with Outlook opened. The problem is if the computer reboots for updates or power issues, there is no one to log onto the computer and open Outlook.

Is there anyway to get Outlook to open when the computer is rebooted if no one logs in? I would have to get Outlook to open and to use the person's Outlook profile even though they have not logged in yet.

I'm not to hopeful that this can done but I figured I would ask.

Windows has the ability to auto-login (even if it's a user with password). Use that, with Outlook on auto-start.

Though, a better way is to program a separate app to do that (if Exchange or Office365 is used), that talks DIRECTLY to the server, no user interaction or running Outlook needed. This app would run on a server (which probably needs less reboots, scheduled as a job, or running as a service).

In case I would need to run a program before the user logs on, my first thoughts would be to run the program as a service or use Task Scheduler.

I thought of task scheduler but if no one is logged in, how can I tell it which outlook profile to run?

Outlook is meant to run in a user session. Task scheduler, with no one logged in will not work. Please re-read my answer above.
