This looks like a homework or test question.  What have you tried first?  I'll point you in the right direction, but I won't do your work for you.

Linux/Unix has the command apropos to get clues to command or API function that are related to the term you wish to search.

apropos add user
apropos group

Start with that and you can ask questions about it.

Note to use a group with a soecific gid it must be created firs.
man -k sudo

What is the course? Are you supposed to script, or perform the individual tasks to complete ....
