unable to remove user's permisssion

We added few users to vcenter root level and gave admin permission so the global permission is applied in all object hierarchies. I now want to remove a user from the root and want to give only at the vcenter level. The problem I am facing now that  I am unable to remove that user at the vcenter level. I can remove the user at the root level but it can not remove the user from the vcenter level.
When I select the users at vcenter level the delete option is grayed out. The vecetr version 6.7 and logged on as SSO admin user.

what is the error message on the vcenter? as you already removed it from global permissions, this should also be removed I believe. If not its a stale entry and need to cleanup from vcenter database
I opened a case with VMware. Tech stopped the service
service-control --stop vmware-vpxd
List the admin users
select * from vpx_access where role_id = -1;
then deleted the users
delete from vpx_access where id=' id ';
Of curse take a snapshot before you do anything.
