There's nothing specifically added to users/accounts that will let you do what you want, but the Azure AD Connect configuration lets you control a lot of different options to filter/limit objects that get synced. You can limit by OU or Group. You can also filter out or include specific attributes in the sync.

Not sure I follow what you are looking for. You can control which OUs are synced during the setup of AADConnect but there is no way I know of to look at individual attributes and use them to control which objects are synced. You can control to a point which attributes of each object are synced. You do this in AADConnect.
If you are looking to get a list of accounts that are synchronized, then you connect to Office365 /azure with powershell and run get-msoluser -synchronized. If you have a lot of users, you may want to use the -maxresults or -all parameters and pipe it to a text file

Thank you Jeff and Adam, I can only access to this information right now and was wondering if the domain is in hybrid connection. then I can not tell by looking at the attributes.  but  it seems to me that something needs to be added to distinguish the user synched from the one not.  anyways.

So we don't really refer to a domain being hybrid. That is reserved for Application servers like Exchange and SharePoint. If you go into Office 365 as an Admin and look at the users > Active Users, you will see which ones are synced with Active directory and which ones are not. if you are using the new admin center experience, you will need to add the column Sync status to the view. Them users that are synced will have a funny looking page like icon and ones not synced will have a little cloud icon. In your on-prem AD, there is nothing at all to tell you which ones are synced.
