Tool to convert a Word Document into a form fillable PDF

Need to figure out the best way to convert a Word Document into a form fillable PDF?
Looking for the tool to be low cost if possible
Does not have to be Adobe although that might be my only solution
I am open to third party tools of any kind that can do this.

Word has the option to create fillable forms but it doesn't have the option of saving the data to a database like I have seen PDF forms do.

You can insert Form fields and then protect the document that only the form fields are editable.

If the document is saved as a template, users when they open it will get a new document rather than the original.

The monthly for Adobe is really not bad. It is just $15 per month. I have the full creative suite and use it. With that said, I do detest software like this going to a subscription model.

I have a client that uses https://www.tracker-software.com/product/pdf-xchange-editor which his only $54.50 for the plus version and they really like it. I have used it myself and it is a good choice.  The same is true for foxit https://www.foxitsoftware.com/pdf-editor/ but that is $139.

Thank you, gentlemen. I will probably post another question pertaining to this same issue. I am trying to determine if there is more need after the conversion from Word to PDF.
