I just made a bunch of changes to a document and when I saved it under the setting "NO MARKUP" and then closed the document and opened it again, All Markup was showing.  I would like to have NO MARKUP persist so that the next time I open the document, it appears as "NO MARKUP"

Go to File > Options > Trust Center > Trust Center Settings > Privacy Options -> uncheck "Make hidden markup visible when opening or saving"

Review tab -> choose "No Markup" and save the document.

These two steps will do the job.

There should be an option to "Accept All changes" if that is what you're after.
