Just realized GTM is not installed in Windows by default
& I don't have admin right to install it: is it a portable app
(ie dont need admin rights to install)?

Is GTM free for use?  Link below appears to  indicate it's "free trial";
does the trial has a trial period?

Needed GTM doesn't expire

Lastly where can I download the full offline installer for
GTM?  Ran into some small installers that will attempt
to download more files to install: need full package.

> why would you need GTM w/o internet connection availability?
Because on our corporate laptops, we use secure browsers that
disallow downloading of files, only viewing  on those secure
browsers.  Certainly Internet connectivity over Tcp80/443
incoming/outgoing (& possibly other ports are possible).

Any apps (eg: Outlook) that enforces the use of proxy will be
blocked if not connected via VPN back to our corporate.

Just a question: I know in zoom, both host & participants
could share their screens to everyone else in the session;
can GTM (both host & participants) do this?

Explored & found the host needs to permit the
participant to be the 'presenter'
OK, you've found it.  The presenter is also the only one who can record the meeting.
