SERVER TIME keeps getting -8 instead of -5

I have a new server that his time zone keeps changing to -8 and I can't find why!
I created an OU where al gpo were not inheritate and still the same thing.
Where to look?

Hi Philijans,
Is this a Virtual Machine or Hardware box?
In case of VM please make sure host time is updated.
If hardware box please make sure hardware/BIOS time is updated.

Try it in Powershell (admin mode) to see if you get back any errors:

Set-TimeZone "Pacific Standard Time"

Thank you guys.
I found under Local Security Policy, Local Policies, User Rights Assignment: Change the Time Zone. And there: "Users" where not listed so I added it and now it is working.
What is weird is that "Administrators" was there any I am a domain admin and my other employee is a local admin ... both couldn't change it
