Logged in as Domain Administrator , it has the same Role as Administrator@Vsphere.loca l

Login as Administrator@vsphere.loca l, it's possible a role is missing, or permissions issue as Domain Admin.

where in Vsphere 6.7 can you do the update ?
download latest vCenter Server 6.7 for Windows and update from iso.
You are better off using VCSA 6.7.

I have just installed it last week..it is Eval license .. for LAB

Per the Error Message , it looks like permissions issue to write to Local Datastore on the ESX Host.
I am logged in to Vcenter as Administrator@Vsphere.loca l , logon to ESX is with root user account

Vmware download has VCSA as an iso file
where should I install it ?

Mount the ISO, run the installer and install to ESXi host.
