full package .Net Framework installer that doesn't further download files

Where can I get a full offline installer of
MS .Net Framework 3.5? The ones I've
downloaded are all attempting to download
further files via Internet but my PC doesnt
have Internet access:

242,743,296 dotnetfx35.exe

What I got above is about 242MB but after
running it, it attempts to download more
files. I'll need a full package

As David asked. You need an offlibe package. The issue you might be running into deals with other components that need to be Instalked before hand.

For Win 10 Professional.

Attempted to install mHotspot & then tries to
download .Net 3.5 Framework which fails.

Then I got a .Net 3.5 Framework installers &
tried installing it which fails as well

Our USB ports are disabled; can I get this media onto a shared drive in
ISO (or what format is required?) & use 'dism' to install?

david provided an example of dism with the source on a CD. ISO you can, would need to mount it before use.
if you have a share, can you get the offline installer there?

I can email out a Onedrive share if anyone can provide an email address for me to send to.
Thereafter you may upload that offline installer there

you can't download and install anything since it is part of the operating system packaging.
