how to use 'Smart Applock' to restrict what apps can be run/installed

Can anyone give me a step by step guide on how to set up/use
Android's  "Smart Applock" to lock down what apps the user
can run/install?  

Eg: don't want user to be able to install any browsers but just
a dedicated app called "MyApp".  The administrator/Helpdesk
holds the password to this app such that if any user wants
to install any app, have to be brought to the Admin/Hdesk
& Admin/Hdesk  need a password to go into this 'Smart App
Lock" to permit the new app to be installed.

Screen by screen instructions will be ideal

If anyone has a simpler free app to achive what I need,
most welcome to suggest the app (plus the steps to
use it)

Parental Control is not good enough as some apps (for
kids of 3 years old) can still be installed).

I tried Boomerang but it's not what I wanted

Prefer not to have an MDM but some sort of app that do "apps whitelisting":
ie permit only the app that we endorsed but block everything else from being
downloaded/installed

ideally not delete 'Google Play' but lock it (such that anyone who needs
to use it will need to enter a PIN known only to the administrator).

Potentially there may be  a need in future to install apps (by administrator,
not user)

Tried the above but for free apps, I'm still able to download & install

Found "App Lock Master" fits what I needed:
have to password protect "Settings" besides
"Playstore"

'App Lock master' is friendlier & easier to use
than "Smart applock"
