Getting rid of Norton popup on a Windows 10 system.

I'm not sure what website triggered this but I was looking for an owners manual for a Computemp 5.
If I click on the right arrow it closes but reappears
If I click on settings nothing in there that looks to be helpful.
If I click More I get another window.
It says related to Norton and I don't have Norton on this system.

PUP.Optional.PushNotifications is Malwarebytes’ detection name for a large collection of domains that deploy malicious or fraudulent web push notifications on Chromium based browsers.

It has not occurred again so I'll delay with Spybot but I did not instantly find the version for Windows 10.

If you do go ahead with Spybot, consider running the Immunizer. This loads the hosts file with a list of dodgy sites that should not be visited. Once that is done it become impossible to visit those sites with any browser.

Google cleanup did not find anything. Spybot found 59 things and 3 high risk. The popup has not occurred again but it's only been a few minutes.

Hello There

Seems fine now. Still, I would run some additional scans just for sure. Some free tools I use: Kaspersky TDSSKiller for removing rootkits, Malwarebytes and HitmanPro for removing malware, AdwCleaner for removing adware.
Also, remove all 'unknown publisher' or recently added apps as well as recently downloaded files. Run Disk Cleanup to delete temp files.
