Microsoft activation issues

I want to create a Lan network which is restricted and no internet connection.
I want to be able to connect PC's to this LAN and to be able to activate Windows - 7/10/2008/2012/2016...
I created a new vlan on firewall and grant access to list below as I found on the net..

activation.sls.microsoft.com/
validation.sls.microsoft.com/
activation-v2.sls.microsoft.com/
validation-v2.sls.microsoft.com/
displaycatalog.mp.microsoft.com/
licensing.mp.microsoft.com/

displaycatalog.md.mp.microsoft.com/
licensing.md.mp.microsoft.com/
purchase.md.mp.microsoft.com/

Still - Im getting error on windows - "activation servers are unavailable"...
I can see in firewall DNS is resolved.
I have ping to most of these addresses ...

What am I missing ?

I also added these but no luck...
I can add FQDN such as :
activation.sls.microsoft.com/

but cant add  :
https://activation.sls.microsoft.com/slspc/SLActivate.asmx

I think that if I add the first - its include the second.. ?

Yes that should work. A lot of web filters don't let you go to a page by page level.

What would be the problem with allowing internet access (restrict ports if you wish) long enough to activate the computers, then cut off access?

I cannot allow internet access because of security policies required by the customer...
