I'm having an issue that I cannot seem to get through. There is email from one external sender that just seems to never make it though to our user's inbox. We have a barracuda firewall for email and it shows as passing through and being delivered. In ECP, I've done a message trace and it shows that the email was delivered to the user's inbox. I have thoroughly scoured the account and there is no email from the sender, not in inbox, junk, deleted, etc.

I've done everything I know to do at this point, any help would be appreciated.

Message trace will also show you if the message was moved to a different folder by a rule, so check for that. And run a search, both in Outlook/OWA and if that doesnt return anything, via Search-Mailbox/eDiscovery.

check your quarantine in ECP or in https://protection.office.com/quarantine

I checked and it's not in quarantine.

Ran message trace and it said was delivered to inbox, see attached. It had not been moved to another folder. I've done the search in outlook and OWA but still nowhere to be found.

I have not done the search by Search-Mailbox/eDiscovery. Where do I do this from?

Well in that case, it's either user stupidity or some add-in interferring. Anyway, run a Content search: https://docs.microsoft.com/en-us/microsoft-365/compliance/content-search?view=o365-worldwide
