This question was asked just a few hours ago anonymously so I have no way of knowing whether you are that requester or not.  In case you are not, please see that thread:

https://www.experts-exchange.com/questions/29174247/Purpose-of-WinSxS-folder.html

The brief answer is "It is imprudent to tamper with the contents of that folder."

If the Disk Cleanup Tool is not present on your Server system or you cannot run a Windows Update Cleanup, leave that directory alone.  It is possible to do severe damage to Windows by tampering with the WinSxS directory.
It's not recommended to mess up with WinSxS folder at all.
The only supported way to clean this folder is by using Disk Cleanup. To do this on WS2008, you need to install the Desktop Experience feature first, then Disk Cleanup feature becomes available.

If you need to free up some disk space, there are a few locations you can check and possibly delete:
C:\Users\ - delete an old user folders
C:\Windows\Temp and C:\Windows\Logs - delete Windows logs
C:\Windows\Software Distribution - stop Windows update service and delete the folder
C:\ProgramData\Microsoft\Windows\WER - delete Windows error log files
Run Dism.exe /online /Cleanup-Image /StartComponentCleanup
Run Dism.exe /online /Cleanup-Image /SPSuperseded

You can clean-up the Winsxs folder by running Disk Clean-up in admin mode.  Find it in the menu, right click on it, select "Run as Administrator" and if it can clean up anything, it will show up in the list.
