I would say restart windows in safe mode. Then you can at least try and start identifying if there is a third party program that is causing this to happen.

This morning I clicked on the up arrow on the taskbar and this is what came up on the screen (see the uploaded file). Can someone tell me what this is and how to get rid of it?
