You didn't say how you want to rotate the pages. Here's the command that rotates the odd pages south:
pdftk.exe 1.pdf rotate oddsouth output out.pdf
Bill's answer appeared when I hit the Submit button. His method is correct, but note that his evensouth should be oddsouth (or odd<some other direction>), based on your question. Regards, Joe
