Windbg is a micorosft app easily located, make sure to download the symbol libraries as well.
Nirsoft is the site, where they have a blue screen analyzer or at least that is what I think the application name is.

Consider people who deferred upgrading Windows 7 systems to Windows 10 who are now in some cases running into upgrade failures with the newer 1903/1909 versions, while older version 1703/180x had no issues. Such that they are now going through an upgrade to an earlier version to then need to upgrade to a newer version because some application do not support the older win10 versions. While pre win10 the entire OS version was supported. The win10 support mechanism is expedited through updates being treated by MS as individual versions and have a shorter support Windows.

now after I restore the image back and update all drivers and run the update asistant or download the nov 2019 ISO and run setup from it, finally it will say can't upgrade at all DURING final reboot stage !

You restored an image, did e prior attempt that went through require that you uninstall or update drivers prior to making an update attempt?

i am now running the upgrade assistant and see how it looks , no error yet!

My HDD is 200GB left and I just remove norton 360 but installation still fail!
you may disagree - but that does not help
these are no guaranteed fixes, only things that have helped people
best start updating all your drivers, and if the bios is way behind - that too !!

yes, from May 2019 to Nov 2019, I am guessing is the norton online backup service hangs that!
my PC do not have problem do not have this service but my laptop.
before I need to clone back with very old version (before May 2019), my laptop can be upgrade to May 2019 and NOv 2019, but not now anymore!
laptop before that I can't run the nov 2019 ISO to upgrade but via Windows updates ! however this time, Windows updates can't help either! amazing

if Norton backup freezes, try to uninstall it before upgrading :
Press the Windows + R keys to open the Run dialog box.
Type in the following text, and then press Enter. ...
In the list of currently installed programs, select Norton Online Backup, and click Remove or Uninstall.
Follow the on-screen instructions to uninstall Norton Online Backup.
I know but the uninstall never success! so I disable this service but upgrade still not working, last time when it has no problem I MUST upgrade via windows updates
