Can I change my Keyboard (from one layout to another)?

Toshiba Satellite C55t-A-103, Windows 10 home

The keyboard reads AZERTY. When these keys are pressed it prints QUERTY

The Keyboards Properties read: PC/2

I have downloaded an English language  (Control Panel - Region - Language) but not an English keyboard.

Can you advise

french/european keyboard Toshiba model?

Much depends on how far ..
one is to properly define the keyboard as azerty.
another option is to possibly order a qwerty version of the keyboard for this laptop and replace it.
you need to use the french keyboard not the english keyboard in the keyboard settings

I want to be able to use it as an English language keyboard. As it stands it is designed for French. The laptop was purchased in France
If you can ignore the keycaps then use it as is. otherwise you have to replace the keycaps. Newegg sells the complete keyboard https://www.newegg.com/p/0GA-009K-00255
C'est dommage.

Unlike big keyboards, laptop keyboards pull might damage the key.
I.e pull A Z, Q W keys and place them in their correct position.

Replacing the individual keys is certainly possible.  They are a bit fiddly (and the hinge component is fragile).
See the video linked to on this page.

I would prefer to give equal marks to the three experts but that is not available to me. Anyway I want to thank the three of you
