Access database published to Sharepoint 2019

Dear Experts,

We have Intranet with some library created in Sharepoint 2010 server, and now we are migrating to Sharepoint 2019.  Aside from moving the contents, we are also trying to create a web-based database to be shared internally.
Since I want to create a rule in our Outlook to automatically add data to this database, I thought it would be easier to create it in Access.
What I am confused about is, is Sharepoint 2019 going to allow Access 2016 to publish an app to be shared?  I know that Access Service is being killed. I am not sure how to best approach this.
I have not used Sharepoint 2019 extensively, and still trying to figure this out.  Please advise.

Dear John, thank you for your input.

The platform we will be using will never go to the cloud, and we will be maintaining the Sharepoint Servers, so even if Microsoft is recommending using PowerApps, we want to stay with Access.
The database I will be creating will be pretty simple, being able to create incidents or tasks that can be updated with anyone internally, and also attach some documents or notes.  Being able to sort by incidents closed, pending, etc. almost like a simple ticketing system.

I have been looking to see if SharePoint Server 2019 will allow Access 2016 to publish the database, and cannot seem to find any articles on it.  The only ones I see are Microsoft recommending PowerApp, but if you have already deployed On-Prem SharePoint Server 2019, how do we configure so that Access can publish the file?  Please advise.
