You need to obtain Windows 10 Pro Volume licence before you can have imaging rights for cloning.

Strictly you cannot transfer an OEM licence to another pc. A retail licence may be freely transferred.

After cloning the image, do the following:
Click Start > Settings > Update & security > Activation > Change the product key then enter the new product key then click Next to Activate.

As Jackie Man says, re-imaging rights for end users are only available with installations of Windows from Volume License media.  You build your image and you can re-deploy that image to all machines running Windows 10 Pro, OEM, VL, or Retail.  Only OEMs can re-image OEM installs using appropriate tools.

If using MDT or WDS server, you can run a post imaging script to set or prompt for a new OEM product key.
