Wake on LAN Magic Packet Windows 10...What am I missing?

I can't seem to make a magic packet turn on a Dell Windows 10 computer on my office domain.  I am trying to send the magic packet to the MAC address of the network card, from a computer on the same subnet.  I can ping the computer I want to wake, prior to shutting it down.  But wen I send the magic packet I can't wake it up.  I tested this on my home office network with a workgroup laptop computer, but having no luck at the office.

I have enabled Wake on Lan on the network card, accurately checked the MAC address from ipconfig /all and the Device Manager network card properties.  I've turned off fast start in Window 10 power options.  I've enabled Wake on LAN in the BIOS setting.

I must be missing something.  Any ideas?  The magic packet utility is from Depicus, and it's a simple GUI.  There is a space for MAC address, internet address (both the domain name or local i.p. address allow packet to be sent), subnet, local subnet/internet, and port.  I've tried port 7 and 9.  I'm stuck.

wake on lan has to be first enabled in the bios
Are you the network admin?

Is there a hardware firewall?

David-WoL is enabled in the BIOS.  You say it has to be enabled first, I assume you just mean before magic packet will work, not in order prior to enabling on network card in device manager.

Jackie Man. yes, and yes there is a Sonicwall hardware firewall.  I didn't think the Sonicwall would come into play since the packet is being sent from a computer behind the firewall to a MAC address behind the firewall.
One thing is to double check that the network adapter that system uses is the built-in and has WoL support.

If you can, look at the system when it is powered off, whether the network is energized.

If you have a cross cable and laptop test on a direct connection in the event it is filtered.

From what you say you've done it shoukd work.

Which Dell? Does it have multiple network cards/interfaces?
I'm with you Arnold.  It's simple and it should just work.  I've tried 2 different magic packet senders, Dell OptiPlex/Precision...only network card on the computer(s)...I've tried one Win 10 newer computer and one win 8.1 older computer...same nothing turns on result from the magic packet.  It shouldn't be this complicated right?

I'll have them look in the morning when mgr is back in the office if network card is "energized" this means any light next to it?
Yes.  When you tested and in the office. The user has the same roles?same system/device?

Turns out for me, I had every item checked EXCEPT Energy Efficient Ethernet.  I tried the BIOS deep sleep state disable FIRST, thinking that had to be it, because several Wake on LAN articles mentioned the pc needing to be in standby or hibernate state.  That didn't do it though.  Last thing that hadn't been done yet was Energy Efficient Ethernet OFF.  Worked as soon as I changed that network card setting.
Sidenote: You 4 were more helpful than the Dell Tech I called and waited 45 mins for.  She just had me update the network card drivers, which were already updated, but apparently some drivers in the latest Windows Updates did mess with the card, in case anyone else is having a similar issue with different hardware.  

I doubt I will go back and see if WoL works with just energy efficient ethernet and a combination of 1 or more of the other checklist items, but I am wondering.  Can't imagine magic packet working if BIOS isn't altered though, thoughts?
Hello There...You may not have read above, or may be deservedly fishing for a compliment. :-)  But your additional steps to turn off deep sleep in BIOS and turn off Energy Efficient Ethernet in the network card properties and your instructions to "Please focus on points 3 and 4". solved the case.  Thanks for your help!
