Administrative rights without shutdown or reboot in Windows machine

Hello,
I would like to know, if it is possible to give Administrator rights on a Windows server machine to an account, where that account cannot restart or shutdown that machine. is that possible? and if yes, how can i achieve this please?

Hello,
Yes, i would like to prevent accidental restarts. Of course, another group will have full control including shutdown/restart options..
I mean, i would like to create two different administrator groups:
one with full control
another one with full control but without shutdown/restart
About the abitility of adding them selves, we have solutions to centralize events and logs and can be easily discovered
