Is my video Card bad or is it the Drivers?

Hello everyone!
I hope all of you are well and staying safe!
I have a problem that I think is related to my video card but I'm stumped.
First, my PC Specs:
•      HP Envy Phoenix 800
•      64Bit Win 10 PRO version 1903
•      Intel Corei7-3820 @3.60GHz
•      32GB RAM
•      VisionTek Radeon 7750 2GB GDDR5 6M (6x MiniDP) – 900614
•      6- 24” Dell monitors

I'll start with the problems I'm having.
-When playing videos of any kind I get some "stuttering" on the sound and image. I've uploaded a video of what I mean. This happens across all browsers and all video services (YouTube, Comcast stream, nbc site, etc.)

-The computer also seems to be affected with the mouse skipping as I move it over the screen/s (I have multiple). this happens sporadically. Mouse clicks won’t register and the PC seems to be getting “stuck/unstuck” various times in quick succession (if that makes sense). When it gets really bad I have to reboot and then things are normal again for a period of time and the mouse issue ( and others) seems to go away but the video problems are always happening.

-When this problem happens I also have an issue with the keyboard stuttering as well when used. For example if I want to type "My car is is black" it'll come out "Myyyyyyyyy Car iiiiis Bk"

-When this happens I also see delayed on the computer responding to certain commands as I interact with it. for example I'll be typing a letter (word) and I'll type a whole sentence out and it'll stop at the beginning of the sentence and then about 15-20 seconds later the rest of the sentence appears but some of it is misspelled (as if it was taking my key hits but stopping while doing something else and then continuing to process what I had written while it was “stuck”).

-This all happens when I'm playing videos and also when I'm not playing any videos or streaming music.

Now let me tell you what started this and what I've done so far.
-I started to notice some “delays” (in tying, clicking, etc.) while using browsers a few months ago. I initially thought it was Chrome and switched to Brave but it helped only a little. The delays in typing and reaction once items were clicked was sporadic and I just ignored it since I got a new PC and was going to switch over to it.

-Then about 3 weeks ago I noticed that my PC was locking up randomly. The computer would just freeze and nothing moved or worked and I'd have to hold down the power button to shut it down and then re-start the PC.  I looked at the event logs and used other processes to learn that the video driver was what was causing this to happen.

-Once I knew it was the video driver I went to AMD for the latest drivers for my video card, downloaded, and installed the AMD software suite w/ drivers for the card.

-All install went well but then the PC started acting like it now is.

-I’ve updated the software/drivers again (yesterday) since the AMD software said there was a new software version (20.2.2) since I first installed it (early last week).
Even though I’m going to switch to new PC ( and the current one will be used as my second station I want to make sure that the issue is not the actual card (since it’ll bring the issue over when I swap video cards) and need some help in figuring this out.
I hope someone can point me in the right direction to find out what is going on w/ my PC.

***Update- I've also uploaded a screenshot of the Metrics on the card while it ran for about 30min. running a CNN live stream. It looks like the card is not strained or having a problem doing the job yet I still see the stuttering on the video playing ( and mouse /keyboard).
I also uploaded an image of the "tuning" for the video card that I DON'T USE since I don't game on this PC.

Yes, it happens also on local videos I play as well.
I'll give your recommendation a try and will let you know.

Hello There

Since you updated the video driver, I would continue with all other drivers. Then I would test HDD/SDD.
Does it stutter if you temporarily disconnect the keyboard after starting a video?

I've done it and for the last 20min it's been ok. I'll report back in a couple days once I put the PC through it's normal use but it might have fixed it.

That's a bit vague.
If it starts again what drivers should I start with since there are quite a lot?
SSD was already tested and is good.

if this is 6 monitors @ 1920x1080 then your graphics card doesn't have enough memory or powerhttps://multimonitorcomputer.com/best-6-monitor-gaming-video-cards.php 
does the sturttering kbd happen without anything other running?   then it can be a bad kbd
are you using the laptop kbd, or an external? you can Always test with an external one
if it still happens, boot to a bootable cd, or usb stic and test the kbd

alternative ly check if it happens in the bios also
Hi,

Do you have the issue with only 1 or 2 monitors connected?

Open Task Manager when playing videos - is the CPU utilisation very high when you're having the issues - which app is causing it?

Thanks but I had already done the HP Driver updates along w/ Bios and others before posting but none worked.

Thanks but that's not the case here. This card doesn't need external power and is able to handle the 6 monitors at 1920x1080 without issues. I had been using it for over 4 years without problems. Keep in mind that I'm not using this for gaming or similar. Only for basic things and "sometimes" streaming a video off YouTube or similar.

Thanks for the info but I had already replaced/swapped the keyboard and mouse before posting the question (sorry I neglected to mention it).  I thought initially that was the issue but as I troubleshot it I saw that this was leaning more toward the Video side of problems.

Yes, the issue happened with only one monitor connected as well. No, the CPU  utilisation stayed normal when the issue happened.
