Where should I install my Visual Studio to create WorkFlow for SharePoint?

Dear Experts,

I am trying to create a WorkFlow for our SharePoint 2019 Intranet, and I would like to use Visual Studio 2019.  I have a SharePoint 2019 running on a virtual server with WorkFlow Manager and Service Bus running.  I have my Visual Studio 2019 installed on my PC.
I do not understand why every time I try to create a new project such as SharePoint 2019 - Visual Web Part or Empty Project, I get an error saying that "SharePoint is not installed - The required version of SharePoint Foundation or SharePoint Server is not installed on this system.  The target version of the SharePoint project is 2019"

Does this mean that I have to install Visual Studio directly on the Server?   I cannot use my PC as client and just point to SharePoint server?
When I click on Learn More link under the error, it just takes me to a download page for SharePoint, and I cannot understand what this means.

Please advise.
