hi,
what usually is the way a 9 years old boy can setup video streaming to show off himeself in youtube? youtube and facebook is not allowed for young kids, any idea?
as you can see more and more kids can already post his /her video to youtube, it should be an easy way to do this, right?

then the kids can't record and upload to IG And youtube directly! must be thought parent's phone therefore ? seems no choice.

Kids can be more computer literate than you can think. Google hangouts is not designed for recording clips but there are many free apps (both online and offline) for a computer to do video recording.
As long as the computer has a camera and a mic (say a notebook), your kid can record their own video and upload to youtube (or other social media websites). Or, your kid has a digital camera and know how to transfer the recorded clips to the computer, upload to youtube is pretty simple. Phones are not a must.

must via apps you mean ? not from IG And youtube directly ?
so what apps can allows kids do it themseles to youtube and IG ?
Yes. Must via apps but the apps come with Windows 10 or can be easily found in the Internet. If your computer has a camera, just use the built-in camera app to record the video.
After having the video clips. just login with any social media account with a web browser and your kids can upload the video.
