FTP External Users How? (Windows Stnadard Server 2019)
I have set up an FTP site on a Server Standard 2019 for external access.
How do I add external users that can log into the FTP site via a username/password combination.
Is it possible to do this without creating them as local network/domain users?

If you want the Users to be Authenticated, you have to create them at least as Local Users. If you accept Unautheticated Users, no need to create any Users. This if you use built-in FTP Server.
If you use a thrid party FTP Server such as FileZilla, rules change according to each Software.

FTP is a security hole eagerly waiting to be drilled bigger. (FTP traffic is unencrypted, including usernames and passwords!)
Use Secure FTP instead and do not permit unencrypted connections.
If this is not a DC you can set as Local or Domain Users. For Security reasons, Local are better.
If this is a DC... please don't enable FTP on a DC :-(.

ADDENDA: even better if it is not a Member Server. In this case your only choise is Local Users.
