How to create a Windows 2019 VM and version of Windows OS required for installing Network Policy Server

Hi

We have VMware infrastructure and I would like to create Windows 2019 VM and our vSphere Client version is 6.7
I have access to Microsoft volume licensing portal and I can download the Windows 2019 ISO.

Firstly, please post me tutorials as how to create the Windows 2019 VM on the vSphere Client.

Secondly we have RDWeb access for our staff and I would like to have second layer of protection by setting up MFA. I came across this article below:

This Win2019 VM will be used Integrate our Remote Desktop Gateway infrastructure using the Network Policy Server (NPS) extension and Azure AD

Therefore, I would like to install NPS on the Win2019 server and please let me know which version will be better
Windows Server 2019 Standard, Windows Server 2019 Datacenter or Windows Server 2019 Essentials?
