If you are certain you have removed any previous MoveRequests for this mailbox and I see you stated that you ran the mailbox repair and it has come back clean I believe you should be good and you can run my command.<br />

I have Exchange 2016 standard cu13 on a Server 2016 standard VM. &nbsp;I have one mailbox that will not migrate to a new DB. &nbsp;The log shows Transient Errors at 20% and the mailbox will go into quarantine until I stop the move-request. &nbsp;I can pull it out of quarantine using the Disable-Mailbox Quarantine &lt;mailbox user&gt; and the mailbox is stable in outlook, OWA and active sync. &nbsp;The database it's on had a hard repair and this is the last mailbox to be moved. &nbsp;I have run the clean mailbox command:<br />
