Best is very subjective. What are you using it for? Is there a need for power and performance, or do you need it to be as light and as portable as possible? Answering such questions can help us help you more.

With Minimum "16 GB RAM, 1 TB Solid State Drives (SSD), i5 CPU, DVD Writer,15'' Screen, Windows 10"
Main usage is for creating virtual machines and presentations.

Finding a laptop with a DVD writer can be difficult these days.  You're better off buying an external USB one for $30.Otherwise, the laptop above is an i7 with a 1 TB SSD.

Doesn't come with Hyper-V so you'll have to use some other virtualization platform or buy the upgrade to Windows 10 Pro.

Yes, Acer Aspire 5 A515-54G-797L 15.6" Laptop is one of the best laptops for my requirement.
  • Intel Core i7-10510U Processor 1.8GHz
  • NVIDIA GeForce MX250 2GB GDDR5
  • 16GB DDR4 RAM
  • 1TB Solid State Drive (SSD)
  • Microsoft Windows 10 Pro
  • 10/100/1000 Network
  • Intel Wireless Wi-Fi 6 AX201 802.11ax Dual-Band 2.4GHz and 5GHz
  • Bluetooth 5.0
  • 15.6" Full HD ComfyView LED-backlit Display

Only difference I need is "Windows 10 Pro + Office 365" Licensed software required along with Laptop.
I am not only looking for known brand. I am fine with any brand or non-brand and weight. Only good configuration and performance I am looking.
So please suggest.

I suggest you drop these as REQUIREMENTS from the laptop.  While there are laptops that can come with Pro, those are usually business class systems and the price point is very likely to be higher.  If your budget can be increased, getting this config is far easier.  HOWEVER, you can also buy the upgrade in the Microsoft Store (app installed on Windows 10) for probably $70-100 (I don't have any "home" systems to verify but I verified I have the option to upgrade to Workstation for $125).

Further, I have not seen anything more than a TRIAL of Office 365 come with a PC in at least 5 years... probably longer.  Office 365 is a monthly subscription.  A laptop - ANY LAPTOP - may come with a trial, maybe, if you're lucky, a 3 month trial, but it's still a trial.  Office 365 WITH the laptop is not something you should be requiring.
