what should I consider when choosing isci or fibre connection shared disk  for virtual machines running file and AD servers?

I'm confused what you mean Andrew, shared SAS arrays are a similar price as iSCSI arrays, at least for something like a Dell ME4, or are you suggesting sharing a dumb enclosure?
But simpler to configure with no networking requirement for the OP!

which may just want something for 7 VMs!

and does not state why the requirement for Shared Storage, because not selected a Hypervisor - yet!

Could just do two single servers, and replicate using Hyper-V.

What is the purpose of the shared storage? Domain controllers certainly don't need it, and file servers only if you have 99.999% uptime needs via clustered file servers.
