Windows 2012 r2 Security Policy options greyed out

Using Windows 2012 r2, I'm not a sys admin but I need to make security changes (via gpedit.msc) using Local Computer Policy to change settings like Failed Login Attempts. Even though I'm logged in as admin and using the cmd prompt as admin, I can't make changes bc they are greyed out. What do I need to do so these options are not greyed out?
